Clerk of works


A Local Authority in North London seeks a Clerk of Works for an ongoing contract. You will need to have achieved a Institute of Clerk of Works Part II examination or Institute of Clerk of Works Mature Entrance Examination or HNC/LIOB or equivalent. Plus post qualification experience or considerable experience as a senior site agent or clerk of works or equivalent.
The Senior Clerk of Works will be responsible for supporting the Group Leader in service development, statutory and professional accountabilities and service delivery. This is being procured mainly under established multi-party partnering framework or joint venture arrangements using the PPC2000 form of contract. However a minority of projects may be procured by means of traditional competitive tendering using JCT forms of contract.
The projects consist mainly of one or more of the following types of work: external repair and maintenance including concrete/brickwork repairs and window and roof renewals; security works; internal kitchens and bathroom renewals to meet the Decent Homes Standard. Mechanical and electrical works form part of most projects.
The Senior Clerk of Works shall be committed to work to the Homes for Islington (HFI) core principles and key aims, the HFI Performance Plan and the Property Services Divisional Plan.
The responsibility of the Senior Clerk of Works will be to:
* Provide a Clerk of Works service
* Maintain the highest possible standards of achievement such that projects and programmes are delivered on time, to budget and the required quality.
* Safeguard HFI interest on and around the site of allocated schemes, represent HFI at all times on site but operate under the general direction of the Contract Administrator/Client's Representative either in-house or out-house in respect of particular projects for HFI.
* Establish and maintain clear communication and occasionally assist with the development of policies and strategies relating to Clerk of Works matters to ensure an integrated customer focused service to residents of Islington and other users of the service.
* Work in a corporate, co-operative and collaborative way with other HFI and Council Officers.
* Supervision of work in progress to ensure that materials and executed works are in accordance with the specification and drawings.
* Agree joint quality control procedures with the constructor/contractor in accordance with HFI requirements and audit such procedures and records so as to ensure that all quality control inspections are carried out in an effective and efficient manner.
* Examination of the specification and drawings to draw attention to any discrepancies.
* Reporting to Contract Administrator/Client's Representative relevant matters regarding site practice, construction and material.
* Index and file all drawings and correspondence.
* Liaison with visiting inspectors (eg. Building Control Officer, Drainage Inspector, etc).
* Supervision of application of tests on materials, executed work and equipment.
Recording progress and all other relevant matters and reporting thereon to the Contract Administrator/Client's Representative.
Maintenance of a critical but constructive relationship with the contractor's/constructor's supervisory staff.
Inspection of finished work, preparation of schedule and supervision of remedial works and certification of approval of standards of work. Scheduling of snagging items and defects at practical completion and end of defects liability period.
Gather and analyse tenant and resident feedback in accordance with HFI procedures on quality of work, quality of service and any outstanding issues at the time of survey/practical completion/making good of defects.
Inspecting and providing guidance to staff allocated to assist with projects; refer associated problems to Manager – Site Quality.
Participation in the in-service training scheme for staff within the section.
Preparation of specification and the issuing of direct orders to the contractor for various minor works and defects, subject to approval of financial implications by the Contract Administrator/Client's Representative.
Checking invoices against prepared schedules under the general direction of the Contract Administrator/Client's Representative.
Preparing weekly reports on Health and Safety provisions on site.
Attending tenant association meetings with Contract Administrator/Client's Representative, as necessary.
To provide a Clerk of Works service across a full range of generic work.
To liaise with tenants/residents, contractors/constructors, tenant/resident liaison officers and client officers with regard to work with tenants in occupation or involving the temporary decant of tenants.
Use and assist others to use information technology systems to carry out duties in the most efficient and effective manner.
To carry out duties to meeting Health and Safety requirements and regulations, including CDM regulations, both within HFI premises and on site to monitor and advise on Health and Safety issues on relevant areas of work, and to monitor and instruct contractors/constructors on Health and Safety and Employment Practices resulting from HFI special contract compliance clauses.
Provide directly, or through the Contract Administrator/Client's Representative, technical advice and supervision where a Building Control Officer is not directly involved on site.
Provide appropriate level of supervision of trades including standards of workmanship to take account of new products, technical requirements and changing contracting and sub-contracting practices.
The rate is GBP28.06 p/hr LTD
